Safe from “harm”: The governance of violence by platforms

A number of issues have emerged related to how platforms moderate and mitigate “harm.” Although recently developed more explicit policies in regard what constitutes “hate speech” “harmful content,” it appears that often use subjective judgments harm specifically pertains spectacular, physical violence—but takes on many shapes complex forms.
